this is a bit Frankenstein but, you can install a dhcp server on your pc to issue ip settings to your network. you cannot stop your routers dhcp server though, so it becomes a bit of a race. tftpd32 by jounin is an app I use when pxe booting pcs over network. it's free, and you can try using it's dhcp section. Start the Chromecast app in your Android device, it should detect the Chromecast devices in your network automatically. Tap the name of the that Chromecast to access the device info page, tap Time format, you can change the format to 24 houir or 12 hour format.
