The crucial point is that clients and servers need to agree on the exact details of both protocols, and a server with L2TP/IPsec-IKEv2 cannot be addressed by clients that want to talk L2TP/IPsec-IKEv1 -- of course. I found an article that suggested adding a registry setting to allow Windows to work with L2TP when behind a NAT which is likely the case for you. Now this setting didn't help me but I'd be interested to know if it does for you.
